| Lake Starker 1.5 acre . Charles Starker was one of the first park commissioners, planners and landscape designers. Originally one big mud puddle, the park board put a false bottom in the pond by 1906, built an island and turned out the flat bottomed boats. By 1924, ice skating was allowed on the pond and the Kiwanis held an annual ice carnival. |
